Ms. Menin, a centrist Democrat, said she would investigate bad actors in business and city agencies and played down areas of difference with Mayor Zohran Mamdani.
Julie Menin, 58, was not the preferred candidate of Mayor Zohran Mamdani, but garnered enough support in the Council to secure the speakership and said she looked forward to working with the mayor.
Mr. Mamdani, a staunch critic of Israel and its treatment of Palestinians, knew he would not extend the orders, but he had to decide how and when he would rescind them.
On his first day in office, Mayor Zohran Mamdani revoked every order that former Mayor Eric Adams issued after his indictment in September 2024 on federal corruption charges.
