Gov. Kathy Hochul and Mayor Zohran Mamdani described a complex and expensive expansion of child care in New York City that would add programs for 2-year-olds.
The announcement came days into the term of Mayor Zohran Mamdani, center, a democratic socialist who ran on a promise to make child care free for all New York City children under 5.
